- UCR- The Unified Carrier Registration Plan or UCR is a new interstate agreement governing the collection and distribution of registration fees and financial responsibility information. This system is replacing the old Single State Registration System. 34 states are currently participating. The plan began Sept. 10th 2007 with enforcement beginning Nov. 15th, 2007. All UCR credentials will be renewed annually. All brokers, freight forwarders, private carriers, for hire carriers, and motor carriers of passengers must register. Unlike the old SSR system, trailers, as well as all trucks, straight trucks over 10001#, and buses must be counted for determining fees.
